Programme Aims

This programme aims to help in-service primary, secondary, and special school teachers gain a deeper understanding of some important laws. On successful completion of the programme, participants will be able to:

  • demonstrate an understanding of major laws, legal principles, rights and duties that are related to education;
  • translate the legal concepts and ordinances into practice with a view to better protect students legally;
  • reflect on their use of problem-solving skills and ethical decision making to explain and apply relevant legal principles as a professional teacher.

Programme Structure

The programme consists of one 1-credit-point course.

Practical Legal Knowledge for Teachers (1 credit point)

This course explores essential legal principles and practical applications relevant to the Hong Kong school context, designed to enhance teachers' professional competency in understanding and applying legal knowledge in their daily practice. It introduces a comprehensive approach to construct a legal literacy framework covering the National Security Law, the Education Ordinance, the Education Regulations and an overview of the laws that teachers may face in their practical work, such as but not limited to law of negligence, law of intellectual property rights, law of anti-corruption, law of protecting children, law of anti-discrimination, law of privacy protection. The course will support teachers in developing their understanding of professional conduct requirements as outlined in the Education Bureau's "Guidelines on Teachers' Professional Conduct" (2022).

Through a combination of lectures, case studies, and group discussions, teachers will examine real-world school context and learn to identify legal issues, apply relevant legal principles, and make informed decisions that minimize legal risks while maintaining professional ethical standards.

Medium of Instruction

The medium of instruction is mainly Chinese (Cantonese) and will be supplemented by English where appropriate.

Entrance Requirements

To be eligible for admission, applicants should be:

  • in-service primary, secondary and special school teachers, and
  • recommended by school principals.

Award

To be awarded a Certificate of Completion, participants must obtain a pass in all assessment tasks required and successfully fulfill the attendance requirements as stipulated by the programme.

Remarks: Each school can recommend more than one teacher.

Making, submitting or using any false instrument (including forged documents) are serious criminal offences under the Crimes Ordinance (Cap. 200 of the laws of Hong Kong). A person committing the offences relating to forgery or false instruments is liable on conviction on indictment to imprisonment. The University shall consider the relevant evidence and report suspicious cases to the Hong Kong Police. The University reserves the right to take appropriate legal actions against persons who make, forge or use a false instrument for admission and any other academic purposes before, during and after the admission process.

In the event of inconsistency between information in English and Chinese versions or where an interpretation of the programme content is required, the decision of the University shall be final.
